It mentions Danny Blind's two functions: assister of F.de.Boer and technical manager. What's technical manager? What are the differences between td and technical manager?

A Technical Manager will have most of the same tasks as a Technical Director but without the decision-making authority. A Technical Director is part of the Executive Board where a Technical Manager will be more of an errand boy for the Directors and coach.
